This appears to be a "Tom Thumb Wedding", an event where young children dress as a bride and groom and reenact the wedding ceremony of Gen. Tom Thumb. It is sometimes a fundraising event.
This photo was taken at Baker & Smith Mountain Studio, Kerrville.
Mesdames Baker & Smith had a photo studio "Opposite Schreiner's Mill" in 1902 and 1903, so this may be the unnamed children in the 1902 event.
